Department of Abnormal Human Reconnaissance and Communication
Founded in 1932 by president Herbert Hoover, the Department of Abnormal Human Reconnaissance and Communication is a United States department dedicated to the tracking and researching of human beings with advanced, superhuman, or otherwise remarkable abilities. Originally the department’s responsibilities included cataloging these people and their abilities but after the Remarkable Patriot Act of 1941 the department also contacts and recruits many people to semi-military duty to protect against major national threats. Also, since the Safeguard Act of 1992 the department is also charged with containing criminals with these abilities who cannot be contained by the civilian prison system. To accommodate this, D.A.H.R.C. established Fort Winter which serves as their prison and long-term barracks.
